CLARISSE E RUTOR-GARCIO

Director Rutor-Garcio currently supervises the Policy and Strategic Studies Branch (PSSB) of the National Security Council (NSC) Secretariat. In this capacity, she assists the Deputy Director General for Operations as well as the Assistant Director General of the Policy and Strategic Studies Office (PSSO) in the planning and conduct of policy research and studies, which become bases for informed and data-driven policy- and decision-making on matters impinging on national security. She likewise supervises and oversees juniors that are handling a wide-range of geographic and issue-based portfolios. In addition, she engages and closely works with her counterparts from other countries, particularly about pursuing collaborative activities on national security concerns. Her main portfolios are maritime and space security, but she is also interested in building the role of women in national security and how policy-making can be enhanced with women participation.

Director Rutor-Garcio is a Fellow of the SAIS-JHU ASEAN-US International Rising Leaders Fellowship as well as a Fellow of the DKI Asia Pacific Center for Strategic Studies (APCSS). She holds a Masters Degree in National Security Administration from the National Defense College of the Philippines, a Masters Degree in Management from the Philippine Christian University, and a law degree from the Arellano Law School. She finished her undergraduate course at the University of the Philippines, holding the degree of Bachelor of Arts in Mass Communications, major in Journalism.
